Why should you outlay your hard earned when you can get a free quote? Hipages can get you three quotes for free. Because those quotes may be from unqualified or inexperienced trades. A common first question I would ask when I was building was..."what happened to the builder/tilier/waterproofer/carpenter who repaired this 5yrs ago" is "they are uncontactable" That's because the industry is littered with the broken wrecks of individuals and companies who have tried and failed to repair balconies often repeating the same failures over and over.
A quote will also be based on their experience. And what they see (or don't see) when they attend. So a tilier will quote on retiling. A water proofer will quote on just waterproofing and a builder carpenter will quote on a light weight structure rebuild.
What you want is a assessment of the balcony that correctly identifies why it has failed (not that it's failed) including how it has been built and identify a methodoly to repair.
Then you can get quotes knowing that the quote will then repair the cause and not the result.
